Background - Brightwater Project TimelineNov. 1999: The King County Council approves the Regional Wastewater Services Plan (RWSP). 2000-2001: Potential treatment plant sites, marine outfall zones, and pipeline construction methods are identified and evaluated. Dec. 2001: The King County Council identifies system alternatives for environmental review. Spring 2002: Pipeline corridors for each treatment plant site are evaluated, and alternative corridors are identified for environmental review. May 2002: The environmental review process begins. A Determination of Significance and Scoping Notice is issued pursuant to the State Environmental Policy Act (SEPA). The public is asked to comment on the scope of the Environmental Impact Statement (EIS). June 2002: Public meetings will be held to receive comments on the scope of the EIS. Summer 2002: Workshops and meetings are held to involve the community in formulating treatment plant design guidelines and to discuss alternative pipeline corridors and other conveyance facilities. Nov. 2002: The Draft EIS is issued; it analyzes alternative treatment plant sites, pipeline corridors, and marine outfall zones. Dec. 2002: Public hearings are held; the public has an opportunity to comment on the Draft EIS.
